Justin, I think the faking injuries solution is stupid easy. First, we accept that fake/not fake can't be determined and a sitting out one play minimum is the best thing for player safety.

Second, if it's the defense with the injured player, they shouldn't effectively get a timeout from it. No meeting with the coaches (receiving water from support staff is fine). No substitutions beyond the one player, unless the offense makes a substitution.

There, a majority of the benefit of fake injuries is removed without harm to player safety. I hope you'll give me credit when the NCAA gives you a fancy award for drastically improving the quality of games.
